David Cowell, PWS, CWB, CESSWI, CERP has over 24 years of experience providing wetland, wildlife and ecological consulting services in both the private and public sectors in support of projects in land development, energy/utilities and transportation industries. He has performed wetland delineations in accordance with the U.S. Army Corps of Engineers and MassDEP methodologies; federal, state and local wetland permitting; third-party peer review and expert witness testimony; wetland replication and restoration design and oversight; vernal pool characterization; rare plant and animal surveys and conservation permitting; habitat inventories and conservation plans; construction monitoring and environmental compliance oversight; and erosion and sediment control design and inspection services. David has experience in permitting and compliance with federal, state and local regulations such as Sections 401 and 404 of the Clean Water Act (CWA), National Pollutant Discharge Elimination System (NPDES), Massachusetts Wetlands Protection Act (WPA), Massachusetts Environmental Policy Act (MEPA), Massachusetts Endangered Species Act (MESA), as well as local municipal wetland and zoning ordinances and bylaws.
